Evasion Nerf

Hey, just wondering, was this patch really supposed to nerf evasion and chance to deflect? I didn't lose more than 3-4% but I already busted my balls getting this evasion and deflect gear and from 0.3 evasion was already hit once. This double-tap is a bit of a shame. xD
