Do Not have the required quest state to enter interlude 1.

I decided to do Interlude 3 first for the spirit. I completed Interlude 3 and 2 as normal, but am softlocked and unable to access interlude 1. Trying to teleport there gives a message with "you do not have the required quest state."
The hooded one has no teleporting dialogue options.
Joining in co-op I can reach the Interlude 1 hub but the waypoint isnt saved and neither of us can leave.
Please fix otherwise i am softlocked right before endgame.
