Shankgonne Covered Sabatons not gaining benefit from Levels

The Shankgonne Covered Sabatons's skill does not get any stat increases from support gems raising its level. When Dialla's Desire is slotted in the lvl number will raise but the stats remain the same and no quality is given to the skill.
