Interlude 1The Refuge - You don't have required quest state.

Im not sure what did i do wrong but i cant go to The Refuge map cuz it keep daying "You don't have required quest state" even i clear those other two Interlude maps i still cant go to The Refuge map

This only happen to my only character i play on my PS5

Before this happen, i play couch co-op with my wife, talked to all npc in the Refuge then logged out, but when im back, it happens. Please help, i try everything, still not working.
