Idea for improving new endgame and fight inflation in one

The idea is simple:

- half uses on tablets but increase their drop rate
- to compensate for the loss of juiced tower overlapps let us make the tablets rare with more mods by regaling and exalting

This will bring back the juice and create a decent currency sink at the same time.

The uses are too low already. 5 uses on a unique tablet is a complete and utter yak shack skit.
