Phantom Shield Wall Nerf or unintended biproduct of something else?

So, right before patch, I decided to just note down what my DPS was for Shield Wall. My DPS tooltip said 7012. It now says 5747. I lost 1300 dps? On Shield Wall?

Please tell me there was a mistake somewhere. I didn't see ANYTHING in the patch notes regarding armour (which is what I scale off of).

I may have found it....

I think the evasion nerf is affecting warriors (or any classes mapping to it) that use the Iron Reflexes Keystone

If so, that is pretty bad. Makes the Keystone sorta worthless now for Armour Builds.
