Impossible to level up skill gems - Frozen locus/Tempest bell/Ice strike -- Hollow Palm bug

I get a nonsensical error about "wrong weapon type" being equipped even though I am using Hollow Palm and have the correct weapon type equipped(no weapon). I could level up the gems no problem up until this point but apoparently I cannot level above 14 with hollow Palm. I have to equip a quarterstaff now to level these gems but up until level 14 it was fine. Very frustrating and silly bug.
