Spellslinger not casting when full/enough energy

I have lightning conduit socketed with a few compatible and common support gems. At around 70% energy gain I have 1 charge of it to cast. I try casting it when the icon is highlighted to cast it, and it doesnt cast. when it's at 100% energy, it doesnt cast.
