Passive tree requirements not met.

When I want to add point to passive tree, it say the requirement not met. However, I don't think there is a requirement for all the passive points. It begins after I refunded my passive points.
The bug report reference number is 927,618,770.

It's telling you that you need additional attributes to equip your gear or gems. When you refunded your points you lost access to something that you have equipped.
