Cannot switch skills in CoC slots when using the controller

When I using the controller, if I already have a skill Lighting Warp in my skill slots, I cannot equip with the same skill into the CoC slots. The error message shows that I have the same skill equipped. But I can do the same thing for the skill Arc.

So I think it is a bug .
