Omen of Whittling consumed without change

Hi, I used a chaos orb and Omen of whittling to remove a highlighted orange T8 Cold resistance modifier (The others were at least T4 with higher levels) on the right equipped breach ring in my inventory. The Chaos orb and Omen of whittling were consumed but nothing changed, so I lost all of my last saved up currencies. Can I get a refund or at least an answer of why this happened, please?

I had similar experience with wittling

Used it to remove a mod and nothing changed, I assumed i got exact same mod with exact same digit

Either that or it is a bug

I thought about it, but the chance of getting the same value and modifier is really low. If my calculation is correct, then:

1.052% of getting the same Tier of cold resistance (base on the PoE2DB website) and then getting the same value is 1/5 of that. The chance is 1.052% / 5 = 0.2104% or ~1/500

I just need to know if it is a bug or just my luck.
