How the chance for lightning damage with hits to be lucky stack?

If I allocate the passive skill for Lightning Rod (30% chance to be lucky) and I also equip the jewel with 21% chance for lightning damage with hits to be lucky, will the chance for lightning damage with hits to be Lucky be 51% (30%+21%)?
