100h Player, need help with Monk Build Endgame

I'm using Korbyn's Ice Strike build. Currently Endgame variation.

Have 75% all res, around 70% chance to evade and 55% to deflect. 1600 life, 3900 ES, LVL 91. My tooltip on Ice Strike shows 42k DPS which is probably extremely low.
I dont have gear piece more expensive than several Divines. Rings arent great. Neck as well.

I don't use 24% Prefix or Suffix increase from Atlas.

I have 6.57% leech on ring but in Simulacrum T2, Delirious (i dunno, 50%+) maps I have huge mana regen issues. Folks on reddit told I have low dmg. Couple forum topics from Poe 1 and 2 showed the same.
There's also bug, when instead of closing distance to target with Ice Strike, char just stands in place and swings air. This way and 100% Delirious encounters my mana bar (700+ iirc) reach 0 in ~2 seconds.

After wave 10 on T2 Simulacrum bosses sometimes 1 tap me, or I can pop an enemy for herald procs etc. I failed T2 four times already.
I can clear 30% Delirious comfortable. Exception - 3-4 Abyss rares with several modifiers at the same time.

Same with regular maps. Full hp, then from ~90% ES to 0 hp in couple seconds with some dot effect and maybe projectiles. Monkey Boss with pillar one tapped me. Wasnt expecting that.

I dunno, if you could advise anything I would be grateful. Sorry for bothering you.

The questions:

1. The only methods of raising survivability in this build is increasing ES and DPS with gear ?
2. To solve mana leech issue I have to raise damage, right ? What kind of damage ? In general, or more flat physical on rings, elemental flat on rings ?
3. Is it normal I die very quick on T2 Simulacrum latest waves ? I realize there's different modifiers rng.
4. Maybe there's low budget build that will be more tanky and fit me more ?
5. Why some youtubers skip Local Knowledge Atlas node ? Still bugged ?
6. Is Exiled Exchange tool safe to use ?
7. Which loot filter could you recommend, if I wanna skip items priced sub 1 Ex. Except that most popular from website. Neversink ? It shows waaay to much items. Like craft bases that worth 1, transmut and augm orbs, greater runes etc. I almost died several times because of how cluttered screen is.
8. Some 0.3 craft and trading guide link, perhaps ?
9. Can you fail Tower and Monolith maps ?
10. Is there a way to check which conditions you already cleared for Boss Tree skillpoints ?
11. What do I need to breeze through T2-T3 Simulacrums and 100% delirious ? Gear ? :)

EDIT: sorry, forgot. Reddit players also mentioned bodies disappear in Simulacrum so Herald of Ice wont work. What can I use instead ?
EDIT2: which yellows (rare) items to pick up ? Like, the priority. Tier 4-5 ?

have u try to register your char on poeninja?

when i try a build i go on ninja and look for char that use my same setup then i control if they do same dmg or have same ehp and what difference with mine....this is a first step imho
