Suggestion: Retaliate medium cluster base

I really like the retaliate rework but I think the skills are a little bit undersupported on the passive tree, especially if you want to try out something other than Gladiator (since most of the wheels and notables are clustered near Duelist start).

I think adding a medium cluster base with Retaliate damage/cooldown passives and new Retaliate notables could really help boost the QOL of Retaliate skills (maybe something that allows a Retaliate skill to be available even without block every 6 seconds or something, etc) and would allow Retaliate support on other parts of the tree more easily.
