above 20% quality on unique?

just curious how to upgrade unique to get above 20% quality

they can very rarely drop over 20% qual. Alternatively, you could take an over qual non-unique of same base and use the craft bench to change rarity until it goes unique. (same as chance orb, unique must be able to be chanced)

It used to be a lot easier, there was some methods, but now it is drop only or start with base I think. They are very rare to find. I think corruption can work for flask, but not other items.
