Atlas Skill Points Unable to be Assigned

The most recent 2 Atlas points that I have are unable to be selected on the tree. I can unassign one, and it goes to 3, but only lets me put the one unassigned point back in.

Check other trees.

Same issue - completed t15 map got two books for 2pts ea. - my char shows the points available, and when I click on them it brings up the Atlas Tree but I am unable to assign the points.
