Unable to summon skeleton skill minions when a dueling wand is equipped

Seems that for some reason Lich ascendancy at the very least is unable to summon minions if a dueling wand is equipped. As far as being aware there shouldn't be such limitation to minion skills but for some reason the game doesn't allow spirit reservation of any skeleton minion skills if there's a dueling wand equipped.

To reproduce:

1. Have Lich ascendancy and a dueling wand equipped
2. Equip skeleton minion summoning skill gem (cleric, reaver etc)
3. Try to reserve spirit to summon minions
3. Observe the issue with "Not enough available spirit"

I'm having this exact same issue. The game's UI shows that I have enough Spirit to summon skeletal minions but doesn't allow it, showing a red ! on the minion skill claiming I don't have enough Spirit. They suddenly work again when not holding a duelling wand with my sceptre.
