If you're referring to the Dance with Death from poe2 it's a different scenario.

Since in PoE2 it gives:

25% more Skill Speed while Off Hand is empty and you have
a One-Handed Martial Weapon equipped in your Main Hand

Skill Speed and Martial Weapon is terminology explicit to poe2 tho.
