Boss problem: Hammer of Kamasa doesn't drop

I killed the boss 10x times, but it never dropped the hammer of kaamsa item, im really stuck i need help.

I had this problem on my first alt. I wonder if it's tied to having the reforging bench already unlocked on your first character?
