Protection from Harm on Monk evasion % issue

Just checking if this is a bug.

Selected protection from harm node on my monk which reduced my evasion number by 50% but also reduced my evasion % to zero, even though I have an evasion number still. Can't seem to increase my evasion % past zero.

Has the mechanics changed on this ascendancy?
