His Winnowing Flame and Steward of Kulemak

Having 4 power charges and 50+ crit chance (on the tooltip) the skill His Winnowing Flame does not consume them, ever... I really tried but it never consume the charges and never summon the apparition from steward of kulemak.

P.D. other skills like fireball does consume the power charges by the apparitions.

Winnowing flame also removes itself from my cast bar every time i move to a new location.
I'm currently trying to find any way to use this skill other than for culling strike. Unfortunately they've made very bad design choices compared to their mirrored skills like reap for this one. Reap has decent crit as to this one has dog crit. Another choice they keep making that just absolutely doesn't make sense is putting restrictions on skills such as cannot ignite. The whole skill revolves around needing to ignite enemies. Maybe the intention was to use it like a rake skill to consume the ignite like you do with bleed, but that is still just nothing compared to its counterpart rake. There's so many builds that could happen in the game that just can't due to the lame restrictions placed on things. I'm sorry but it's time for them to realize the 5 button gameplay they want isn't going to happen because no matter what people are going to gravitate to the least amount of buttons they have to press. On top of that they need to stop making every unique a leveling Unique. You would think the ignite helmet would work with this which it might I haven't tested it yet. Even if it does the ignite will be so weak that it won't matter. Maybe the only solution is to try your best to scale crit and use trampletoe the same way you do with reap and scale fire/crit to make trampletoe spread fire. Like I said LAME restrictions that forces every build to be the same build with one different skill.
