Arastas bugged

I'm on Arastas and can't progress after talking to Servitor Marius. I've long in and out of the game and tried several waypoints.

Did this ever resolve? I am on a second play through and have encountered the same.

Marius is a vendor at the door to the chapel, but will not go into the chapel as normal.

Same problem, on my 2nd character as well

EDIT: In case anyone sees this post: I saw a message on another post from someone on Xbox that said that going to other islands unstuck him. I had already done all the others islands, but missed the 5% max mana on Eye of Hinekora and Plunder's Point.

So I took the occasion to, via talking to Makoru, land in Plunder's Point, do the quest there, then just land in the Abandoned Prison, did nothing but sailed straightaway to Ngakanu, and again to the Eye of Hinekora to get the 5% mana buff I missed.

When I returned to Arastas after that, the NPC let me in the chapel!
