Cannot progress through act 4

On quest: The Search
- go to Arasras

When I get to Aratas, it says to talk to someone about the weapon. The only person who has any dialog on this is Makoru, whom I have exhausted all dialogs on, and after supposed to talk to the guy at the church.

Last night, I talked to the guy, he wanted me to come into the church to talk, and I logged out there to complete today.

When I came back today, the guy is there, he wont walk in, doesnt have any other talking points other than the introduction, and I cannot get him to go back into the church.

I think I'm fully stuck as I have completed all area quests and objectives, but cannot get the guy to interact.

There are guards in the town that tell me to HALT! but that is all.

Well After talking to the dude and doing the introduction again for who knows how many times, he finally walked in again and progressed.

No clue why it was stuck.
