Skill gems level

The lvl requirement for some skills is way to high, sometimes we are stuck with underperforming skills because of this restrictions (lvl 53 for a skill is way too much)

Give us skill earlier so we can build faster and dont have to keep respecing in later lvls where its gonna cost way too much
