Network Spikes Game is Unplayable

Hello reaching out for help as I have not been able to resolve this. A couple days ago I began to suffer huge network spikes. I run some instances fine but once loading into a new one, the game goes to shit. I believe I am suffering from packet loss but am unsure if this is an issue with my ISP. I am connected to ethernet and I run other games like counterstrike just fine. This issue is persistent in POE 1 as well. Any help would be appreciated and my WinMTR will be posted below. Thank you.

Where's the version of the WinMTR log with no data edited out?
