"The Way Forward" Atlas Passive

So, this node appears after finishing the Boss Atlas Tree. I had assumed it had to do with Arbiter. Yet after both normal and Uber Arbiter kills, it's still unallocated, and nothing special dropped from Uber Arbiter quest-wise.

Auto-Allocated when you fill boss tree. It makes citadels drop Uber fragments. They will probably fix the unallocated appearance next patch.
