Endgame is still boring and generic.
After riding the straightline campaign to the interlude players are set off to explore the world and learn about the different regions on their own. Except, they are not. You are given a generic atlas that isn't even the real world and set off on a quest that does nothing. The interlude made better maps than the atlas. The 5 scenario areas with build ups to a final confrontation. Why can maps not be like this? Choose the region you want to play in, and have a randomly generated scenario that is themed to that region. The more you defend, uncorrupt and influence a region add map points. And btw, 16 maps are too rare.
