Fix for Nvidia Issues -TLDR PoE2 is using PoE1 drivers

https://www.youtube.com/watch?v=KxK9j1GU-gw Long story short, because PoE1 and PoE2 have the same executable name, Nvidia is assigning both executables for PoE1 and PoE2 to the Nvidia driver profile for PoE1. Additionally, it causes Nvidia overlay to think the game is PoE 1. The video walks you through how to check it and correct it. This problem might not be happening if you have only PoE 2 installed. Make sure to leave the .sys file in the PoE2 folder and do not add it to Steam. The shortcut won't work outside of the folder in which PoE2 resides, and if you try to add it to Steam as a non-Steam game, then it will try to redownload the game as if you were using the independent launcher from the website. It will launch correctly if you run it from inside the folder for Path of Exile 2. Support is now aware of this issue, and hopefully, we will get a hotfix soon. If you do the drag and drop step and Nvidia Profile Inspector tells you that it is already assigned to the PoE2 profile, then you don't have this problem. If you do the drag and drop step onto the PoE1 profile as the video shows, and you get no warning that it is assigned to another profile, then you have this issue. Make sure to do it with both .exe-s in the Path of Exile 2 folder and remove them both from the PoE1 Nvidia profile. The video will show you how to add them both to the PoE 2 driver profile.
