Can't use multiple of the same persistent support gems

I was wondering if it is intentional that you can only equip one copy of a persistent support gem on your character. I was surprised to do discover this because the 0.3.0 patch notes just say that it removes the restrictions on support gems broadly and doesn't mention any exception for persistent support gems like vitality.
