Lower 'refund passive' costs for low levels. add more support gem to campaign

Im one of those people who dont look up guides and enjoy trying all the skills available, even for other weapons to make my own custom build. Currently experimenting is very limiting. On first league character or ssf the problem is especially bad because I cant buy more support gems.

Go ahead and keep the costs the same post-80 if you dont want to mess with later levels

if you lowered the costs pre 80 and added 3x as many support gems, the campaign experience would be greatly improved.

Like literally in the campaign when they give you a support gem as a quest reward or Point-of-interest loot, just set that to give 3 instead of 1. You dont have to buff drops or anything, just the quest OR Point-of-interest rewards.
