Implement the newest FSR version to the game.

As many people know AMD released SDK and newest driver that allows any game with FSR 3.1 or newer support to enable FSR 4 (AI upscaling supported for 9000 series).
PoE 1 and 2 has FSR 2.0 which is very outdated. It has evolved a lot since and it would be good to have it in the game. Current FSR is a bit blurry I tried it with a 9070 XT. Quality is definitely noticable. It is kind of a big deal because the image quality upgrade is insane. Even just 3.1.4 much better than 2.0 let alone 4.0 which is almost as good as DLSS4.
