Can't play the game anymore due to performance issues

Chimeral Wetlands Act 3, suddenly from 20-30fps i drop to 2, ping spikes from 40 to 700+, and no, not a single one, command, is able to make my character do anything.
only thing I see is green mess.

i9 12900HK
RTX 3050ti
64GB ram
latest drivers
SSD
2.5Gbps optic fiber connection

rendering with dx12 at 1920x1200 with 77% upscaling on
everything to the minimum.

Could run simulacrum with the other character no problem (beside the 14fps average)

I guess I'm locked out of the game, or at least from this character.
