Impending Doom not triggering?

I've tried asking and searched around a number of times now coming up short.

I wanted to try playing around with Impending Doom again, I haven't played in a while, and I have had trouble triggering ID.

So basic setup of say Enfeeble (also tried Despair) /W - Cursed Ground - ID - Spell Echo.

Could someone tell me if I'm doing something wrong? I have noticed that Cursed Ground now says 2 instead of 1 but Spell Echo is still supposed do it's thing which should drop and lift the curse and thus triggering ID?
