Heist quest (green) contracts don't drop

Hi,
I dropped quest heist contracts on the ground with my account in Merc Standard league. I can see two quests with orange text when I'm in the Rogue Harbour area, but I can't initiate the quest contract items because I dropped them. What quests? Maybe these are quests for unique contracts, they should be in your heist locker.
