Merchant Tab's "Securing" Items

I've noticed while reorganizing my merchant tabs today that 99% of the items get "secured" when there is NOBODY coming to get them. Is this just a bug, an intended feature, or what? Makes it impossible to reorganize with limited tabs when by the time you can move everything half of it is "secured" already.

every time you move, it puts a safe spot...

I'm ok with that...
