Shaders deletion a part of the game?

ShaderCache deletion before I start the game is just what i do now. Can't do anything from all that stuttering and fps drops. Please can we at one point address the issue and do something about it. Delirium maps are the bane of my existence from all that fog and snow particles that you can't turn off in the settings. PLEASE FIX THIS, PLEASE!!!
