[BUG] Premium tabs not eligible to upgrade to merchant tabs.

Having an issue with upgrading tabs to trade.

As mentioned on the page, this option is unable to be used on upgrades to the initial four Stash Tabs on an account. I hope this clarifies things!

Converting your past purchased Premium Tabs to Merchant Tabs is only available for Premium Stash Tab purchases made prior to 0.3's release as well as tabs upgraded to Premium through Upgrade to Premium Stash Tab purchases made prior to 0.3's release. However, this option is not usable for upgrades applied to the default four tabs on your account (these four tabs can't be removed from your stash).
You'd need to purchase Merchant Stash Tabs if you aren't able to convert any past purchases. You can find these for sale in the Path of Exile 2 microtransaction shop here or in-game. I hope this information is helpful! | |

Upgrade to Premium Stash Tab will upgrade an existing regular stash tab you have to Premium. It is not able to be purchased if you do not have any regular stash tabs. You don't appear to have any regular tabs, as you've already previously upgraded the four default regular tabs to Premium in the past.
If you'd like Merchant Tabs for asynchronous trade, you'll want to purchase Merchant Stash Tabs instead, which are not the same as Premium Stash Tabs. I hope this helps.
