You make a gem of bind spectre, like you do any other gem. Equip that gem and bind it to a key. Kill something (not in act 4 though, loool). Then use the bind spectre ability. That shows information about the corpses on the ground that can be made into spectres. Select one, it will then turn the gem into a bound spectre gem which you can use to fight for you. If you don't want it anymore you can vendor it and it will become a bind spectre gem that can be used again to get a new type of spectre.
