Frostbite ground curse that lower player maximum cold resistance.

Map tier 4 - Cemetery. There is mob i believe called "Lunarsworn Archmage", she lay down curse ground of Frostbite that lowers my maximum resistance from 76% to 58%. I was looking at this mob skills in Path of Exile Wiki and its have to be simple Frostbite curse that lowers current player resistance. My res is 76%(98%)

It isn't lowering your maximum resistance.

There are two numbers on each resistance line: your current resistance, following by your uncapped resistance in parenthesis. If the two numbers are equal, your resistance is at or lower than your resistance cap. They are equal in your screenshot, showing that your resistance is that low simply because the curse has lowered your resistance by that much.

The monster's curse might be more powerful than expected because it was designed and implemented in a time where curses had a bit higher effect, but had reduced effect against bosses. While it looks like it's stronger than a level 20 Frostbite now, I think that effectiveness would be able the level of an old level 15 Frostbite?

I already understood that, my wooow effect was when i'm on tier 4 map got my 98% cold res lowered to 17% when fighting 1 red beast. So now i need to have around 150% all res to start surviving or search for curse and Exposure effectiveness reduction. Anyway its sounds crazy to mee that single curse reduce my res by 40% means that you literally can't play with out 100% all res. I wasn't seen that in previous leagues cuz in this one i felt been one shotted a lot. Thank you.
