Quick action menu keeps resetting to default position whenever opened

I'm playing on a Rog Ally and I have just started experiencing a bug yesterday where when I open the quick action menu and/or try and set a skill on my action bars, it snaps the cursor back to the X every half second or so.

At first I thought it was some weird stick drift, but its not moving any one direction, it instantly resets.

I can't set any skills anymore because its impossible to scroll.

The quick action and skill menu are the only menus that are broken. I'm not sure what's causing this, does anyone have any ideas?
