Rage gem is not working in a variety of circumstances.

I've tried moving it around from my basic attack to different skill gems on Warrior, and only the innate rage on hit from the passive tree is working. The rage jewel is just not at all. It wasn't like this before the patch, and I'm not sure if it's not working because I am gaining rage from the passive tree or just not working at all. Kind of a weird thing to break but also impactful, please fix asap.

Other reports are showing the higher tiers of the gem are giving the attack speed but not the rage.
