Sunder Attack Time is bug ?

PN say Sunder: No longer has +0.9 seconds to total attack time, but now attacks at 35% of attack speed (previously 65%).
Now sunder default attack time is 2s,but no attacks per second；you can increase the attack speed, but the effect is not good
