New Unborn Lich skill "His Foul Emergence" won't stay on skill bar

Easily reproducible but I have the Unborn Lich staff in my alternate weapon slot 2. I put it the skill on my skillbar, but when I change any zones like hideout or a new map, the skill disappears from my bars and I have to put it back on.

Same here in 0.4, unusable

Same goes for Icestorm it is really annoying
