Waystones modifiers and Atlas tree

Since PoE2 waystones modifier has been rework.
1. How do the atlas tree work with something "Increased effect of explicit modifier on waystone". Does the Rare monster/Pack Size/Rarity of items found/Waystone found is implicit or explicit modifier? 2. How do the "Unstable Energies" work, means it is 25% more prefix or 25% more suffix only? Not the Rare monster/Pack Size/Rarity of items found? 3. Since there is no more "Increased number of Monster Packs", so how is this nodes in Atlas tree behave? Yeah it is confusing and not really explained anywhere. They could really use a tooltip somewhere for that.
