How does Falconer's Jacket work?

Falconer's Jacket should give me +5% move speed stacking with boots and passive points, right? If I use Falconer's right now, it increases my move speed by additional 0.3% (from 51% to 51.3%). That's an increase of 0.5%, it's neither a 5% stacking nor a 5% multi. Is this a bug or am I missing something? Was it the same in 0.2.0?
