How does omen of homogenous exaltation work with mods with no tags?

Let's say I have an amulet with spirit and prefix rarity. If I slam exalt with suffix exalt omen and omen of homogenous exaltation, do I get a guaranteed rarity suffix or do I get a random mod? Or maybe it won't let me exalt in the first place?
