No citadeles anywhere?

So I am lvl 90 now and I did play A LOT.
At some point my buddies reach T15 maps and two of them tell me on their first day they see citadels?

Then I started working my way up in one direction to force them but even 4 towers later still NOTHING?

Pls help...I don't have the stomach to play another character to this level :/

I haven't seen squat. The feedback forum had a thread with a bunch of people saying the same. Someone did mention they saw a stream where it was mentioned that you must go straight out in a single direction for a long time to find citadels.
