Endgame boss books

I haven't gotten a map boss skill book yet. I have cleared map boss with irradiated and tier 16 waystone so level 80 map still no book. I have cleared 78 and 79 boss zones also nothing. Have zero points for the boss skill tree. Not sure if I am doing something wrong or my game is bugged.
