Level 21 skill gem Attacks in place. Level 20 skill gem does not?

I was using a level 20 Smite of Divine Judgement (bound to mouse) and would have to always use/bind Attack in place or else it would just auto move to where my cursor was. After upgrading to a corrupted Level 21 Smite of Divine Judgement (bound to mouse) it will attack in place and completely stop character movement, without holding the Attack in place key. Not quite sure of the interaction here or what's happening?
