Market place absolutely useless?

What an immense fail... making the ingame trade feature only accesible after reaching act 4 is beyong braindead. i get that preventing bots is a thing, but whats the point of being able to sell lower lvl items if no lower lvl character can access the trade.
yes, there might be the option of the trade website or just rushing thru content to get to act 4 and buying low lvls items with your main character for alts, but thats missing the point.
this is an incredible mess up on GGGs part.
